NADAL 2024 Grand-Duché du Luxembourg

The 15th NADAL Network conference will be held from 26 to 28 May in the Grand Duchy of Luxembourg.

Welcome MESSAGE

Ladies and Gentlemen, dear colleagues,

Luxembourg is pleased to host the 15th meeting of the network of Prosecutors General or equivalent institutions attached to the Supreme Judicial Courts of the Member States of the European Union from May 26 to 28, 2024.

The Network was established on 6 February 2009 in Paris by Jean-Louis NADAL, who was then the Prosecutor General at the Court of Cassation in Paris, hence the name given to our Network.

On behalf of myself and the Prosecutor's General Office, I am delighted to welcome you to the 2024 Nadal Conference.

The discussions that started in Tallinn in 2019, continued in Vienna in 2022 and were concluded at our last meeting in Malta. The adopted statutes were filed in Paris on June 9, 2023, by our colleague François MOLINS, who was then Prosecutor General at the Court of Cassation. It is now up to us to give our network a more permanent structure.

Above all, it is crucial to intensify our exchange of ideas, share our experiences and identify good practices on current issues that concern us all. We will once again address the sensitive subject of retention of traffic and location data. The case law of the CJEU and the ECHR is well established and is motivated by the desire to strike a balance between the right to privacy and the mission of the prosecuting authorities to ensure that laws are applied by all citizens.

We will have the opportunity to examine the new instruments under negotiation in the Council of the European Union and in particular to identify the European response given through EUROJUST in the fight against crimes against humanity, especially in the context of the war in Ukraine.

I would like to express my gratitude in advance to all the speakers, panel chairpersons and participants for their valuable contributions.

European Convention Center Luxembourg

Practical INFORMATION

European Convention Center Luxembourg:

Located in the Kirchberg business district, this convention center serves as the venue for the NADAL 2024 conference. It is situated 7 km from the airport, 2.5 km from the City center, and at a short walk from the Meliã hotel, where conference participants are accommodated. Nearby attractions within walking distance include the Philharmonie de Luxembourg, the Museum of Modern Art (Mudam) and the Musée Dräi Eechelen (Luxembourg City Fortress Museum). In April, June and October, the ECCL hosts the Council of Ministers of the European Union.

Hôtel Meliã

This four-star hotel is located opposite the European Convention Center Luxembourg, in the Kirchberg district, close to the "Trois Glands" covered public car park. The hotel features, a gym, Finnish sauna, Turkish bath and relaxation area on the 8th floor. Guests enjoy free Wi-Fi. Check-in is starting from 15:00 and check-out by 12:00.

Parking Trois Glands (Dräi Eechelen)

This 24/7 covered car park owned by the City of Luxembourg is in proximity to both the Meliã Hotel and the European Convention Center Luxembourg. The charge for 12 hours is €20.40, and the night charge (7pm to 7am) is €0.80 per hour. Parking is limited to a maximum height of 2 meters.

Schengen

Schengen in the east of Luxembourg, on the banks of the Moselle, is a small village on the border with Germany and France. The Schengen Agreement and Convention were signed here. The Schengen area created in 1985 by an agreement between Germany, France, Belgium, the Netherlands and Luxembourg, has expanded to become the largest free travel area globally, encompassing 27 member states and 420 million inhabitants. Approximately around 3.5 million people cross the internal borders of the Schengen area every day.

M.S. « Princess Marie-Astrid »

Built in 2010, this ship can accommodate 500 passengers, including 220 inside. Its name is linked to important events in European history, it was on board the 2nd M.S. «Princess Marie-Astrid» berthed then in Schengen that the famous Schengen Agreements were signed in 1985 and 1990. Later on, sold for Danube tourism, it was repurchased by the municipality of Schengen in 2021 with government support. The renovation of the historical «Princess Marie-Astrid» is expected to be completed in 2025, and it will be moored in Schengen again, serving as a venue for exhibitions.

Languages:
